I'm trying to catch two rare pokemon in two different games. First is Spiritomb in Platinum. It says I need to contact 32 people in the Underground for him to appear. I can't find anyone down there but the trader men.

Second is Latias in Emerald. Is she a roaming pokemon? I found her, attacked her and she fled. I've not found her since. I hope that wasn't my only chance of seeing her.

The only way you can meet other people in the Underground is if you have a friend with a DS (with Platinum, of course). When your DSes connect via wireless you will be able to meet in the Underground. If you meet people that way it will count toward the 32 encounters you need for the Spiritomb.

As for Latias - she's roaming Hoenn. I haven't played Emerald (yet) but I think she should either show up on the map or if you look at her pokedex entry you should be able to see which Route she's currently at.

As Maja said, Latias is a roaming Pokemon. :3 Here's some info that I found real quick (gotta go to class so I couldn't write up tips myself XD):

the friend(s) can also be from diamond and pearl

And to make this a whole lot easier to get spiritomb , you don't need to contact 32 people, you can also contact 1 person 32 times, by entering the underground, talking to him/her, leaving the under ground(going into your base while closed counts as leaving) and talking to him or her again. This proccess makes the whole ordeal so much easier

Oh, and you also need an odd keystone to get Spiritomb, this can be found underground rarely and you get one in the first town, in that pool of water, in the trees on the left (hidden)

You can actually just keep reconnecting with the same RL friend in the underground I believe to get Spiritomb. One of you just has to go back up out of the underground, then come back down, talk, and go back up again, etc. This is also a good strategy for getting better flags I think.
