Java JDK is being extremely frustrating

I'm not sure if this is the correct topic, but OKay.
So a friend taught a friend and I how to mod Minecraft. Watching a newly-hatched modder adding entities and messing around with the game, I was all "THIS IS GREAT LOOKS LIKE FUN can't wait to go home and do this myself."
However I can't even get Java JDK to install itself. I can download it, but when I try to run the installer, this crap happens:

It won't let me click the "NEXT" button and if I wait a while another window pops up telling me it can't access the network location %APPDATA%.
I have the 32-bit for my 32-bit computer, so I'm sure I have the version right for my computer.
I've tried to download the offline download but it still gets this problem.
Minecraftforums and YahooAnswers yield no solutions, and it's irritating because it was suppose to be a collaboration between me and my bros.
I feel like the solution would be extremely simple but I just don't know it or something.

My weakness is fried beans, of course.

Try the solutions from this forum, see if those work.
Also, are all of your previous java installations uninstalled? That can cause problems sometimes.

I've tried after uninstalling all of my javas, but it's still telling me it can't find the %appdata% thing.
Now I'm without Java.

My weakness is fried beans, of course.
