There will be flower items floating around the site that you can collect and give to other users through their profiles or links on the forums/in their signatures or whatever, and in exchange you get Vesnali coins which can be spent in Esther's shop.
Some of the floating flower items can also be used to make special bouquets. Here is a list of all the bouquets on Subetalodge, the item notes for each one mention which flower combinations are needed to make them.
And that's usually pretty much it. Sometimes they bring back some older Vesnali/spring items as quest rewards or other random special things, but we won't know specifics until the event starts and they do the news post.
