Snargs - er, Doctor Snargs - lives up on the hill that is down the street from Kowin's house. She's the neighborhood's resident mad scientist, although her insanity is arguable. She goes out and does grocery shopping, etc. like a regular person, but then starts having a conversation with a cabbage.
Her specialty it making robots, although the term specialty is used loosely, as most of them break down, blow up, or some combination of the two. She manages to keep pretty optimistic, though.
