Sapphire Weapon is one of the beasts manufactured by the Planet to save itself from the calamity from the skies.
However, as they were not needed (thanks to the Cetra), they were crystallized in Mako and lay dormant in the walls of the Northern Crater.

Sapphire Weapon wakes up, sensing a disturbance.

Later on, after Rufus and co. make it to 'the promised land, Sephiroth's crystallized form is discovered. The weapons wake up, and begin running (or swimming, I suppose) around the world map, wreaking havoc.

Mr. Sapphy himself decided to go for a swim in the seas around Junon, where he figured he'd fetch some nice Dolphin for a meal.
However, seems like that was a poor decision on his part. You see, while swimming rather avidly after a large dolphin, Sapphy bumped into Junon.
And was shortly after met with a Mako cannon blast to the face, before he could fire his own laser.

The face only a mother could love.
