The Phantom and The Shade
We are gathered here today as brothers and sisters not bound by fate, but by the understanding that our survival lies only in harmony.
We have only one life to live
And then we're cast in to the night,
Will you carry the torch and be the keeper of the light?
Or will you let darkness fall!
(Is going to have a sweet overlay of a amphisbaena of the 'just a snake with a head on each end' variety murdering itself someday.)

The Phantom and the Shade were the main driving forces of the Fallout, which was essentially the end of the world. What created them is unclear, but they're determined to destroy each other at any cost, even their own existences if need be. What seems certain is that they come from the same source, however.
The Phantom is the one aligned with light, although he seems to wear almost as much black as white. His behavior is best described as erratic, but bloodthirsty - some have claimed to see mercy from him, but his desire for war frequently overwhelms it. His mask is only partial, and the side of his face that shows has a black mark, frequently also seen on his army.
The Shade is the one aligned with darkness, and unlike his counterpart, he seems to show very little sign of being tainted by the light. He's just as vicious as the Phantom, but without any sign of faltering in his goals. He has a full black mask, as well.
Both seem to have an uncanny ability to divide and recruit the populace and force them into their war. Some say only when people manage to overcome the divide and unite is when the fallout will end.

The Fallout predates the Resistance by about 150 years. While the Phantom and Shade vanish, their influence can still be felt in the cat and mouse game of Raven and Bones.
Johnny Ringo comes from slightly prior to the Fallout.
