Polls on the forums now work. When you create a topic, you can add a poll to it.
They are currently in a testing phase, which means changes will be made to them in the future.
Depending on the amount of them added in the next few days, there may be a charge (very small) for using them, and how many options you include.

I think a quota would be more effective in limiting useless polls. A few sP is easy to aquire, and not really that big of a loss. Besides that, I don't think a penalty is exactly what is needed. Allowing each user, say 10 poll points per day would mean that each user would be equally as able to make polls every day, but the ability would be very limited. Something like each poll costing two points that comes with two options, and an extra point for each additional option would probably work.
