First, you must have a pet slot available. Then you can create a common blob at Blobland.
To paint it Galactic, go to Coda Caves and finish an Itallo's quest (this is only available during the 6th and 7th of each month)

Galactic star, shining so bright, won't you make my wish come true tonight (or later, that works too!) --so I can have THAT as a pet. I already have a blob pet and my pet is VERY EXCITED about this too!! This is what I call my BEST DAY EVER --idea for a pet and stuff. Thanks again staff. Where the eyes are is a little weird with the depth. Happy for the blobs tho, galactic is always one of the prettiest colors.

You can either make the pet the right color first, or you can blob them first. It doesn't matter much for galactic, though for the more expensive potions, it's nicer to use a cheaper elixir to make them the right color first. :)
