Tempest items aren't weighted, there is a large pool however so the odds are not necessarily in your favor for a new item!

I think some items are just more rare than others. I get Tempest REs pretty frequently but I've still never gotten, for example, the

that was released nearly a year ago.

The lightning bracelets and such are more common drops I think. Or RNG just has it out for me haha.
