Lucifer is a fallen angel, King of the underworld and Ringleader of The Devil's Carnival. No one disobeys, no one questions, and no one dares to oppose him. He is rarely seen personally investing in giving any torture, mostly staying behind the scenes.

Judge and jury of Hell, this creature is known by many names. Unlike God, Lucifer sets up games, trials, and tasks for a soul to prove their worth.

Before he was banished, Lucifer was a "1" in Heaven who used to read to God. When he was banished to Hell he created The Devil's Carnival with other fallen angels to torment sinners.

The Fallen Angel

Harlequin was once a caste four angel in heaven who fell in love with God's top angel, Lucifer.

When Lucifer rebelled against God, it was Harley who paid the price. God assigned The Agent (Lucifer's replacement) to slit her throat for refusing to divulge Lucifer's plans. Her voice forever silenced, Harlequin was thrown into the elevator to Hell a broken shell of her former self. In Hell, she was reunited with her love and together with the Ticket Keeper, helped to form the bare-bones of what would become the Carnival.

Sometime later, prior to Doll's appearance, Lucifer came across Harley and the Twin playing his shell game. The Twin had taken on Harley's form and was laughing, initially causing Lucifer to go into a fury assuming he was mocking the clown's silence. It was quickly revealed though that he was instead laughing for her, in effect becoming the voice she lost in her fall. Since then the pair have been very close and are often seen in one another's company, usually with the Twin voicing Harlequin's thoughts and feelings.

Harlequin has an unbridled rage towards God and all of Heaven due to her mistreatment and is the first to want to join Lucifer in his war against Heaven.
