Exarch is indeed mad.
No one's quite sure if it's a byproduct of his radiation exposure, or if Exarch has always been this way. (Or, in fact, if his name is really Exarch.) Many of the pets feel it's a case of the latter, though Siriah can often be heard admonishing their unkind theories.

Whatever their belief, Exarch cares not. He believes himself to be the next great Roman Emperor- even if Imperial Rome hasn't existed for over a thousand years. He speaks highly of himself and refuses to consort with the other pets, except for Velorium, who sadistically plays into Exarch's fantasies and has accepted a 'senatorial seat' in return for acting as Exarch's less-than-beneficent representative.
