Character Outline:

1) Takes place in the Harry Potter universe. Min is a recent Hogwarts graduate (Ravenclaw)

2) She works for the Ministry of Magic in it's Repossession of Magical Artifacts division (RMA officially. Known informally as REPO). It is a small division within the Ministry that is established to repossess magical artifacts that have fallen into Muggle hands.

3) 20 years old. Half-Asian. Cheerful, adventurous, resourceful, extroverted, and well-read in history, politics, and philosophy.

4) Muggle-job: travel writer. Works for a major British magazine writing about all sorts of fancy locations. This is a cover to get her in the best position to take back those artifacts

5) Sarai is her best friend

6) Specialty is charms and enchantments. Other abilities include: dueling, lockpicking, disarming spells, stunning and paralysis spells, memory wipe, Occlumency, silence spells, and wards. Trained in guns, knife, and garrotte as last resorts.

Universe Building:

1) REPO is a smaller division within the Ministry of Magic, but it is of vital importance. When magical artifacts fall into Muggle hands, it risks exposure of the wizarding community. REPO agents go to great lengths to get these objects back, often breaking dozens of Muggle laws, and falling into the gray area of some wizarding ones too.

2) REPO is generally filled with Ravenclaws and Slytherins. It doesn't attract most Gryffindors (not really much glory working for the repossession department, and not always an honorable job), nor does it attract Hufflepuffs (too much excitement and can be a bit too seedy for most Hufflepuffs)

3) Jobs available in the division include:

Research Analyst: person in charge of creating dossier files for the REPO agents. Looks into the risks and circumstances behind each case, researches the skills needed to successfully extract the object and neutralize any magical influence on Muggles, etc
Research Assistant: helps the analyst with their research. Usually 3-4 assistants per analyst.
REPO Agent: the person who goes in and extracts the object. Can be undercover for months at a time as they attempt to build a good enough cover to get access to the object. These people are usually talented in or inclined towards the following: theft, concealment, and dueling. All REPO agents are trained in the following: memory-wipe, stunning, disarming, and paralysis spells as well as healing, and defensive spells. They are given extensive training about the Muggle world so that they may blend in when they go undercover. Finally, they are trained in a few Muggle weapons, to be used as a last resort: a gun, a switchblade, and a garrotte. They tend to specialize in a field (see "Specialists").
Manager: the liaison between the REPO agents, the Ministry, and the client. Helps to ensure that the agents and analysts have all the resources that they need. Protects them and sends backup if anything goes wrong. Also ensures that the client is satisfied with the job.
Specialists: people who rotate in and out of teams as needed. For example, an animals expert might be needed if it's a magical beast that gets out of hand. A dark arts specialist would be needed if the object is cursed, a lawyer specialized in Muggle law is needed to deal with any legal consequences of extraction, etc. Potions experts are needed for infiltration and assassination missions.
