A clock tower mechanic. The clock tower he keeps ticking is located at a large library. Though the library interests him from time to time he is not literate. Any time he ventures down to the unattended library he goes into further disarray as he puts books on tables but can't tell where they're supposed to go back.

So until someone is sent to tend to the library properly Lazio continues to keep the clock tower going while making the library almost useless for anyone that actually needs a specific book.

Someone should probably be sent to take care of Lazio too while their at it.
