Just found out from Hellhound on this thread: http://www.subeta.net/forums/goto/21084108 that they CAN be kept! I haven't seen any floating around but thought I'd post it here so you could see. So sorry for being wrong earlier. I seen a Minimod post to stop collecting them so I thought that was the official word.
8:59pm 1/9 subeta time - i just found one it did let me grab it but i deleted it right after wards
I've sent in a ticket earlier on this, and also send a screencap of the most recent bag I found

I seen a post in the Problems and Bugs thread where we're supposed to stop collecting them so you guys might want to.
i can still collect them ..i mainly collect them for the sake of having some...

I just got a bag too. Since it seems like no one is looking at these comments, I'm going to file a ticket about this.
Well, I won't be missing them any time soon: Searching for: 2013 Survival Bag- 423 items found in total! They just wouldn't leave me alone after I opened all that I needed. I could have stopped clicking but it's like a compulsion, I see one I have to pick it up.

One just popped up as I did my training, and it's been almost 12 hours since this was posted.
Um, I'm still seeing them almost 11 hours after they were supposed to have stopped. As far as I know, I can't pick them up, but they're definitely still floating around.
not really, perhaps it will be hard to survive in 2013, so we still need the support given by the bags? :x
Did someone on the Subeta Team give the backpacks sentience and now they're floating about of their own free will?!? I bet that's what happened... nodnodnod

uhh? but I think they actually had stopped floating around just before subeta's downtime earlier today. and now subeta's working and they are floating again... some old database restore? ...or something? :D I'm not really good at the IT stuff... :D

Still seeing tons of these floating around. More then I did before this announcement, actually. I'm resisting clicking any because I'm not sure if we'll get in trouble for doing so, but it's really hard to resist sometimes xD;

I found one on the main page just above this article, clicked it and now its in my inventory.
well if their no longer colectable then how come I just got one?? its the 3rd I have seen but the first i was able to colect have screenie to prove
5.20 AM - they're still floating around for me, I've gotten about 5 in the past hour or so, although only one ended up in my inventory.

I still see them. I am not even bothering with them because I got my achievement days ago.
I keep seeing them too. I don't get a bag when I click them, but they're still popping up randomly.
Oh shoot, I have been clicking them out of habit... they are still floating around... I guess I should refrain from collecting them
Guess the bags do not care that you say they're not floating anymore LOL I've got like three since the announcement ;)

I freaked when i needed 2 more before 8pm, thinking thats when they stopped appearing.

I'm glad to have gotten extras and next month we will be into the Pandemic. I am kind of hoping for another awesome plot.
