Hmm.. What if she's a storm anyu mom and just got her children hurt, so she was trying to perhaps defend them? At first, we captured her children (or i suppose, cause we all used the Mages Magical Net and captured the beasts but still had to defeat them) then we had to defeat them, so she appeared, and in the news it says 'am told that until the Sylphs also disappear, it's unlikely that Tempest herself is going to be truly defeated' so it means she woudn't retreat until she sucessful defend her children. Or maybe she is crying because of a critical hit :l
