It's one of the most expensive items in the shop at 7,500 points, and you have to be a certain level to see it. Not sure what level, but just keep doing quests and you'll be able to see it eventually. It will take a couple months to earn enough points anyway, if you do your quests every day.

Gave in and bought the foghorn because I had enough already. Now back to saving for the star eventually ~
