Syber was a part of a small experimental test group testing the Mind Link project, where manufactured, mindless, yet totally alive pet bodies were occupied by human minds. The purpose of which was to allow an SAI researcher to not only have a massively effective means of observational research into pets in the wild, but also allow agents access to a highly effective "disguise" or physical abilities humans can't possibly possess, like a Mortiking's strength or a Lain's ability to fly.
He was included in the project as a non-combatant. Mostly trained in information technology and "data acquisition", his fancy term for "hacking", he was the brain of the outfit and supplied on-demand cracking for infiltrations or sabotage. As such a pet species was chosen that'd be not restrictive to his task.
Waradors proved too magically charged for the task and he blew up a laptop as soon as he touched it, so the only other choice (since Ghostly and Harvesters were incapable of being made due to the fact they are never alive to begin with) was Torrey, which luckily was manually dextrous enough for the task.
For funding and red tape reasons, the Mind Link Project was terminated and replaced with the "Special Projects" division which now employs over 100 pets as actual SAI agents annually. In recompense for their efforts, the 25 test agents and 45 test researchers (including himself) were offered a large pay stipend in exchange for keeping the project secret and an option to keep the body they used.
He was one of the three that took that option, and used a large percentage of his payment to acquire a large amount of stock in the then-fledgling "Bits and Bytes" franchise as the mysterious benefactor "Irving Percival Freely" and commissioned a customized Blacklight Elixir from Asmodeus, changing the usual rainbow pattern on most Blacklight-type to a circuitry pattern up both legs and arms from paw to elbow.
Now part of the "Special Projects" division, he works on not only direct combative uses for hacking against mechanical opponents, but also trying to "hack" magic. The latter resulting in him finding ways to create specialized spells like Elemental "Strobes", "Light show" beam attacks, and "Spotlight" magic, probably inspired by the obvious rave connotations his color has.
