Around the age of six, young William began to hear thoughts that weren't his own. There were voices in his mind that belonged to the people around him. He spoke what he heard and was met with shock and fear. The other children were quick to label him as a psycho, adding the title to his name whenever they spoke to the boy. In truth, Billy is a psyker. This broad term encompasses any individual in the Wastes that exhibits certain unusual, extraordinary abilities. Billy can hear tidbits of words or feelings and short sentences of thought or ideas if he focuses hard enough. This skill is limited and gives Billy headaches to extreme migraines depending on how much he exerts himself. He doesn't use his gift that frequently due to this drawback. He also has a limited mind control ability, in which he can coax a person into a hypnotic sort of trance and bend their will to his whim.

Lately, Billy has started to experience certain urges, a sort of blood lust for violence that goes against everything his father taught him. He has never killed for sport, only forced into life or death situations. Billy is a pacifist at heart and tries to resolve conflict with words rather than the energy weapons he so covets. However, due to his recent guilty desire to cause bloodshed, he has taken up work as a mercenary. He is very selective with his jobs, however, and continues to try to stick to the morals his father instilled in him from a young age.

When it comes to weapons, Billy's talent lies solely in the energy variety. Although he has high perception, his aptitude is limited rather than ranging to lockpick or explosives. With a high science skill, he would much rather hack into a terminal rather than fiddle around with a hairpin and screwdriver. When his head isn't in a book, Billy can be a charismatic guy, with a high speech skill and a secondary focus on barter. He is decent at repairing if it comes to an energy weapon, he doesn't know his way so well around guns.

You could count on him to offer medical assistance in an emergency situation, but he is better at tinkering with robots than the human body. Billy is puny by most standards with low strength and poor agility. He's a bookish nerd happiest with a laser pistol in his hand rather than a machine gun or sword, forget about it if you ever need him to hold his own in a fistfight. He may seem weak, but his skills are simply specialized, Billy doesn't branch out much beyond his comfort zone. What he may lack in other fields, he more than makes up for with his scientific mind and natural curiosity.
