Madam Director Marshall took of the mantle of head of SNAFU a few short years ago. She found herself holding the reins of an Agency in utter turmoil, where years of poor leadership decisions from her predecessor has resulted in a nearly out of control situation. Several Heroes have defected, some are completely out of control, and those that remain are either struggling to maintain their integrity in the eyes of the public, or are on the verge of defecting, themselves. Efforts to grasp the reins have been hit or miss. The newest development has been a VILLAINS of unknown Superpower class with a deeply personal grudge against Apex man, a Strength Class Super who is now thoroughly out of control.
