The true origins of Billy's past are unknown to him, lost with the death of his adoptive father. While the man worked tirelessly to ensure that his son was taught a strict set of morals and grow into a productive adult, he was fighting a losing battle. Billy is actually the offspring of one of the nastiest, most brutal raider leaders ever to carve a name for himself in the Wasteland. His mother was a prostitute in the group who managed to escape after learning that she was pregnant. Unfortunately while carrying Billy, she lingered a little too long near a source of radiation, which is no doubt the cause for Billy's psyker abilities. A wandering doctor found the woman just in time, managing to deliver her son successfully but the mother did not survive. She had a letter among her things, addressed to "Billy." The doctor took the infant to the nearest village and entrusted him to an able merchant who had recently lost his wife to a raider attack. Billy's father read the letter, learning of the child's origins but he accepted him as a son nonetheless- certain that he would be able to raise him properly.

Around the age of six, young William began to hear thoughts that weren't his own. There were voices in his mind that belonged to the people around him. He spoke what he heard and was met with shock and fear. The other children were quick to label him as a psycho, adding the title to his name whenever they spoke to the boy. In truth, Billy is a psyker. This broad term encompasses any individual in the Wastes that exhibits certain unusual, extraordinary abilities. Billy can hear tidbits of words or feelings and short sentences of thought or ideas if he focuses hard enough. This skill is limited and gives Billy headaches to extreme migraines depending on how much he exerts himself. He doesn't use his gift that frequently due to this drawback. He also has a limited mind control ability, in which he can coax a person into a hypnotic sort of trance and bend their will to his whim.

Lately, Billy has started to experience certain urges, a sort of blood lust for violence that goes against everything his father taught him. He has never killed for sport, only forced into life or death situations. Billy is a pacifist at heart and tries to resolve conflict with words rather than the energy weapons he so covets. However, due to his recent guilty desire to cause bloodshed, he has taken up work as a mercenary. He is very selective with his jobs, however, and continues to try to stick to the morals his father instilled in him from a young age.
