the page you see that count is outdated.
all of the scrolls are done through here and once your pet has AP, it has it forever.
So if you have 20 AP, you can equip scrolls up to 20 AP worth, such as one 6 AP scroll, one 9 AP scroll, and one 5 AP scroll.
