That is one I was speculating ! Along with a few others, but I settled on the one that has been confirmed in lore to be from Atebus.

@lull Seartail, last month's cash shop challenger. This year's theme is Blake in cosplay as regular secret challenger, followed by whatever legendary beast he's chasing that month in the cash shop.

The Cash Shop challengers from this year have been the mythical beasts that Blake is looking for on his expeditions as the friendly challenger. So the news posts for these challengers and the Cash Shop challengers have been making references to each other to tie the lore together.
