You can open them any time. In fact the 5th anniversary stars can still be opened if anyone has any left (I have a couple).

Well I guess I've been on too much because I've found a ton.... I wish you got another accomplishment at 200, I'd probably get it. xD
I got so many of these when battling the mini gelatins for the gelatin slayer.
Come to think of it, battling has given me more of these bags than vending even. XD
