The wikipedia page about numbers stations mentions the use of one-time pads, so for all I know you'd need the specific key for that message, if it is a message, and if @Tashamon went that route for accuracy rather than intent for people to figure it out via other means. Not to be a spoilsport or anything, and I only got this from wikipedia so who knows. /me pretending to know stuff

Every time I'm this blown away by a pet profile I look over at who owns it and I'm just not surprised anymore. Tashamon is the profile wizard.
