Arthur started out his life in the Welkshire family estate. The family had gained a rather large wealth due to their bootlegging operation. Arthur's father, Maxwell T. Welkshire, often brought his business associates home with him: along with his briefcases full of currency. After silently observing his father's tactics, Arthur began to experiment this new found knowledge with innocent childish businesses. From lemonade stands to babysitting, Arthur managed to catch the attention of many: including his father. Heavily impresses at Arthur's strategies, Maxwell humbly initiated plans for his only child to take over the family enterprise.

On Arthur's 18th birthday, he was given Roxanne as a gift from his father. Ten minutes later, the police invaded the estate...

As Maxwell had planned in his will, all of his possessions had went directly to Arthur; whom in return did not let his father down. The same business associates that Arthur had watched talk to his father when he was a mere child were now his partners. However, this also included the police whom had every right to assume that Arthur was the new Maxwell. In order to throw them off, Arthur spent a pretty penny on 'Welkshire Whiskey'. Pleased to know that the whiskey factory was doing a decent job as not only raking in a steady income, but for also acting as the perfect cover to continue his family's bootlegging.

As the years crawled on, Arthur's greed and pride steadily consumed him. He soon became addicted to money, expensive liquors and anything else that was able to flaunt his wealth. Of course, the competition did not approve of this. One day, Arthur had been attacked by a group from another bootlegging industry; resulting in the loss of his eye. In order to get his revenge, Arthur 'sold his soul' (at the age of 30) to Dark Matter. He had no longer had a hankering for money and luxury but for power.

"Well? Do we have a deal or not?"
