Akuryo Taisan - Sailor Mars caused the target to be consumed by flames. She could also threw an ofuda while yelling "Akuryo Taisan" to either immobilize an opponent or exorcise enemy influence over a person or place.

Neo-Crystal Tokyo in the 30th century was, as always, beautiful. Right now the sunset that would have matched the splendor of its crystal structures was cloaked by clouds, but a few glints of sunlight and solar glow still made it through the rain. Usagi had always worked hard but not necessarily smart, and her ascension to Neo-Queen Serenity had been no different; she'd put the entire world to avoid nuclear ruin after the bombs triggered into that sleep state in a panic rather than a plan and even the Sailor Guardians working together had missed exactly four of the missiles. Neo-Queen Serenity had managed to transmute much of the fallout into harmless silver particles, but the remnants of that tragedy glittered even now over the shoulder of the man walking up the stairs to the Hino Shrine.

Hino Rei stood under the torii and evaluated the visitor. He was holding an umbrella to keep off the rain, and wearing a bulky suit along with a face mask to 'keep out pollen'. The shrine guardian recognized the principles, although the manufacturer was unfamiliar. Some new player trying to make essentially a hazmat suit more stylish, but they couldn't do much about the reinforced seams and multiple layers. Already Rei was losing interest in the details of individual wearing it, and not bothering to examine him more closely even as outwardly she smiled and turned her head to make it look like an inclination of respect while she gestured him to pass under the gate and towards the water purification pavilion. He barely pretended to follow the illustrated instructions. A Sailor Guardian owed a conniving politician like this no deference at all.

No bodyguards followed him. Rei was the one Sailor Soldier who had kept her civilian identity private and even maintained it publicly, and few connected her with the ability to summon a firebird out of a still evening's air. That Neo-Queen Serenity respected the Shinto faith and prayed at this particular site, and always gave the priestess a radiant smile, was seen as diplomacy or sentiment rather than close friendship. That King Endymion visited for private tea ceremonies was seen as not just as gamesmanship or politics, but personal weakness on the part of the priestess. This man with his hard expression was not the first to assume that a young woman couldn't or wouldn't hurt him.

He closed his umbrella but left it leaning against the wall to drip rather than making use of the stand. Strike one. When she picked up the teapot to serve green tea, he shook his head. Strike two. He spoke without removing his mask and it was almost strike three, but then he caught her almost imperceptible frown and gained himself a few more minutes by removing it. "Arigatou," Rei said with another head tilt. "I could not understand you through it." Her words were all in Japanese, traditional and polished in an elite school accent, and she did not bother to add an English greeting. He answered in it anyway, though, and the two crows sitting on the roof cawed derisively.

"My apologies, the...pollen," he said with fearful eyes out of the still-open door. The magic, his expression and posture and hidden firearm conveyed. The terror and confusion that a benevolent ruler and her elemental soldiers could precisely control the entire world if she chose and yet...hadn't. Instead Neo-Queen Serenity had saved the entire Earth from ecological disaster and the world from war with her plea of peace and love, as some history books put it. Others accused her of brainwashing or intimidation in some effort to explain why the various armed conflicts hadn't started back up when people woke from that worldwide sleep, and why territorial disputes had not immediately resumed.

The details of that Rei had stayed out of to keep her cover, but she suspected some of all of it. Whether Usagi meant to or not, that Imperium-Crystal-powered waking message had probably overridden some of the hate and greed and arrogance in some with her compassion and in turn inspired more of it in others who might otherwise not have spoken up. The social organizations and governments that coalesced out of that time certainly used more love and peace, and on the whole people seemed disinclined to let selfishness be a guiding moral compass in this new millennium.

On the whole, at least. This man, she already knew, was here to see if he could turn her against Neo-Queen Serenity. He wanted to appeal to the darkness in all sapient hearts, assuming that the tempered language and even occasional gentle dissent meant that Hino Rei hungered for power and domination. After all, her emotions had always run hot and she didn't always hide her annoyance at the queen's lack of foresight or elegance.

He was also wrong; Rei loved her princess and the world of peace and love the Sailor Guardians were building, through words and deeds and admittedly the occasional show of power. But she listened to him and nodded at all the right places and said all the right words in the way her politican father would have used. By the end of it the man had forgotten he was in a 'hostile' country, beaming at her and making promises and assuming that a particular satellite would not be clipped out of orbit shortly out of launch because she'd put in a word with Neo-Queen Serenity's sky guard. Actually Haruka would put his entire faction's satellites into escape orbits but this warmonger didn't have to know that for years.

He was even diplomatic enough to light some incense on his way out after having gotten a scent of sticks she'd burned recently in the inner chamber. She sent him off with another turn of her head before returning to the cushion in front of the mirror there. It reflected a tiny golden shell with gems inset on the gilded shell, fine enough quality to be a sculpture except that a head poked out of the shell when the fragrant air stirred from her entrance. Sailor Mars actually bowed her head to the little creature rather than pretending like she had with the visitor.

"His heart is small," it hissed while flicking a serpent tongue. "He can easily be handled, and I already have a plan to turn him against his compatriots. However, I agree that your queen should be learning his language better and that the senate of the southern country should be more respectful about using the new agreed-upon landmark names rather than always using their own old ones. It's deliberate disrespect."

"You would know," Mars answered not entirely with kindness. "I'll talk to her about it."

The turtle snapped diffidently at her. "You prayed for me."

"I prayed that the gods would give me wisdom on how I could make sure Usa-chan doesn't blow it. I didn't realize I'd get the Guardian of Chaos ready to rouse an entire planet against her if we made a big enough mistake."

"Only if she misuses her power. No tyrants, not ever again. I am hope, too, and the promise of a better world in my own way."

"Well, not one we need." Rei put a dish of round oval leaves in front of the creature and it hissed again. "Duckweed? You know I prefer hibiscus."

"I know, but Makoto already had extra on hand of this and it has a better nutrient profile anyway."

It flicked its tongue again and grumbled something about guardian crystals not needing to worry about vitamins but munched on the offering anyway, the atmosphere companionable despite their bickering. For all all of its rage and restlessness. the Chaos sailor crystal had found her and stayed with Sailor Mars because in the end they were kindred hearts who wanted better and demanded it of others. Rei's sharp words and impatience to Usa-chan over dinner at the palace later that night, for all that they were out of love, accepted no less.
