Grimoire was, or at least was supposed to be, the Overreach's response to Ishmael's God Constructs. Based roughly off Ishmael's plans, Grimoire does have the strength of one, if not the powers.
However, the Overreach never bothered to note how Ishmael fixed his and that has left Grimoire and his kind hard to maintain. Combined with their purpose of enforcing the rules of the Overreach, this has left them only still functioning through a fair amount of effort on the part of those who actually care.
While Grimoire has his freedom now, the price paid for it still hangs heavy on him.
