SUBSECTION I: ALARMS
The area you are in has been equipped with an alarm system. In case of an emergency situation, they are programmed to sound in several different configurations. It is of the utmost importance that you familiarize yourself with this information.

    • IN CASE OF IMMINENT NUCLEAR STRIKE: Alarms will sound a rising and falling tone.
      IN CASE OF RADIOACTIVE FALLOUT: Alarms will sound three short, sharp notes.
      IN CASE OF ALL CLEAR: Alarms will sound one steady, continuous tone.
  • If you hear the STRIKE or FALLOUT alarm patterns, you must SEEK SHELTER IMMEDIATELY. Time is of the essence. Signs have been posted throught the area to indicate where there are specially-constructed shelters. However, any cover is better than none. Further information will be provided in SUBSECTION II.

    SUBSECTION II: OUTDOOR PROTOCOL
    If you are outside when the alarm sounds, SEEK SHELTER IMMEDIATELY. Specially-constructed FALLOUT SHELTERS are marked with signs. If you can reach one of these buildings within FOUR (4) MINUTES, do so. This will increase your chances of survival. Should you be outside the radius of a FALLOUT SHELTER, any building of sturdy construction is your best option. Office buildings, houses, and apartment blocks are all excellent choices; further information will be provided in SUBSECTION III.

    If you are in an open area where no buildings are available for shelter, seek protection from the other features of the area, such as under a bridge or in a depression or ditch. COVER EXPOSED SKIN, particularly of the face and hands. It is advisable to LAY FACE-DOWN to protect the face and eyes from hazards such as the initial flash of a nuclear detonation or flying debris caused by the blast wave. Further information about the workings of nuclear devices can be found in APPENDIX ALPHA.

    Once the blast wave has passed, you should once again SEEK SHELTER IMMEDIATELY to avoid contact with the RADIOACTIVE FALLOUT that will begin to fall shortly. Upon finding shelter, you should REMOVE THE OUTER LAYER OF YOUR CLOTHING. It may carry irradiated particles, and it is important to LIMIT EXPOSURE. It is also advisable to WASH YOUR HAIR AND SKIN for the same reason; your shelter should have the necessary supplies as listed in SUBSECTION III.

    SUBSECTION III: INDOOR PROTOCOL
    If you are at home when the STRIKE or FALLOUT alarm patterns sound, REMAIN WHERE YOU ARE. Public shelters have limited supplies and there is no guarantee you will reach it in time. If you leave, the authorities may also use your home as a secondary public shelter and it may not be possible to return. SHELTER IN PLACE.

    Certain parts of the home are safer than others. An INNER CORE OR REFUGE should be constructed in one of these places to increase your security; instructions can be found in APPENDIX BETA. The area you select should be an inner room on a lower floor or the basement. It should have a minimum of exterior walls and windows. If a room without these features is unavailable, it is advisable to remove the window and reinforce the exterior wall as much as possible. These tasks must be performed in advance; consult APPENDIX BETA for further information. Should you live in an apartment block instead of a single-family dwelling and a basement is not available, the safest area is the inner areas of the middle floors; otherwise, the precautions are similar.

    Once your INNER CORE OR REFUGE has been built, it must be supplied for your entire family for UP TO TWO (2) WEEKS. A full list of recommended supplies can be found in APPENDIX GAMMA. You should attempt to stock enough supplies for extra persons, in case they should be caught outside in your neighbourhood. Failure to shelter an otherwise unprotected individual is PUNISHABLE BY LAW. Should you be unable to provide sufficiently, the proper handling of fatalities can be found in APPENDIX DELTA.

    Homes should be made as safe as possible in advance of an attack. The heat from a nuclear detonation can cause fires; as such, as much flammable material as possible should be removed from your home. This includes papers, fabrics, and certain chemicals. Windows, especially those on the upper floors, should be whitewashed to reflect heat. Some of the water you have saved, as outlined in APPENDIX GAMMA, should be designated for firefighting purposes. DO NOT ATTEMPT TO EXTINGUISH FIRES BEFORE THE BLAST WAVE HAS PASSED. Further information on fire safety can be found in DATABASE 1.

    The blast wave of a nuclear detonation can cause widespread structural damage, as well as create flying debris. If the alarm is sounded in anticipation of an attack, before proceeding to the INNER CORE OR REFUGE, curtains should be drawn to protect against flying glass. DO NOT STAND NEAR A WINDOW ANY LONGER THAN NECESSARY. Turn off water and gas at the mains. Once inside your INNER CORE OR REFUGE, brace yourself and your family as though for an earthquake. Information on earthquake safety procedures can be found in DATABASE 5, SUBSECTION IV. After the blast wave and any subsequent aftershocks have passed, it is safe to move around within the INNER CORE OR REFUGE.

    The authorities will alert you when it is safe to leave the INNER CORE OR REFUGE, and again when it is safe to go outside. If the ALL-CLEAR alarm pattern is sounded, it is safe to return to regular life; otherwise, listen to your radio for updates and information. DO NOT GO OUTSIDE BEFORE CLEARED BY THE AUTHORITIES.
