According to Law XV of Magical Limitations, all practicing magicians are to register themselves with the Royal College of Magical Arts. This includes all major and minor arts of sorcery. Addendum: Magicians who evade registration will be henceforth considered enemies of our glorious empire. They will be caught, and will be charged with the equivalent of high treason, the punishment for which is death.


Starling checks his watch, glamoured over from the more understated silver to ostentatious gold, a slight glow from the face of the watch allowing him to check the time. Bas prowls, invisible, winding around him and muttering about the winter cold. His contact is late, and there are only so many ways to explain himself to the guards if a patrol finds him skulking on the outskirts of the town late at night. Starling didn't choose his name for himself -- it was chosen for him by the ones who knew him, knew his work. Sebastian liked it enough, one of the few who knew who he was, before he became Starling. It is an all right name, he supposes, and he relishes being able to slough off his previous names and epithets like a snake's dead skin. Aj, aez, di noblesse; Stormbringer, Silvertongue, Bloodhand; none of it matters when there's a war to fight and win. It's an ugly war, as civil wars always are, men and women tearing each other to pieces over a treaty signed by powers higher than themselves.

SEBASTIAN de Karabas is the cousin of the current ruler Empress Susianna IV, an influential figure in her court. Dissatisfied with the defeat of the Empire, he views the Treaty as a humiliation of their proud country. Building up support over the years, the young and charismatic lord has recently openly challenged the right of Empress Susianna to continue her rule. The civil war he incited, however, was a much more secretive affair kept from their benevolent conquerors. He draws his support from those who are similarly disinclined towards the Treaty, using rogue magicians to carry out cloak-and-dagger operations. One of the few who knows Starling's true identity.

ORIOLE is another of Sebastian's operatives, another rogue magician. Like all practicing sorcerors who have refused to register themselves with the College, she has heavy glamour and warding spells applied to her at all times, and has probably changed her manner of interaction with others, way of speaking and so forth, to avoid detection. She has at least one familiar accompanying her, although Starling has been unable to figure what it is. She and Starling have an uneasy working relationship, not in the least because she has shown that she doesn't care about unnecessary sacrifice of human lives during their assignments. Efficient and merciless, almost desultory in her disregard for others, her magic is the equivalent of a wildfire that Starling predicts he'll eventually have to stamp out.
