The sparkler is meant to be his sonic screwdriver.
As he says in one episode of the series:

In Their Own Words: In combat, Catti-brie usually supported her friends with Taulmaril and her limitless supply of arrows. She was not hesitant about entering melee, however, and would charge into combat with Khazid'hea at the ready, generally confident in her ability to dominate the blade.
