🔧Database Improvements Kumos Technical

We have been comically underusing our database capacity, so I updated the configuration to take advantage of all of the resources on the DB server as possible. I also increased the frequency of our backups.

Fingers crossed that it goes well! Questing on Kumos was slower today for some reason. I didn't quest on Legacy as i had other things going on so no comparison to offer.

You should _hopefully_ see much faster browsing, especially on kumos, with these changes!
