& it's not really american culture, since they're available in a lot of countries. It's more like internet culture, if that makes sense. ;)
If you would like some more images, to perhaps get a better idea of what this thing is, Vat19 has several decent images and videos that may better show off how it fits and looks.
tl;dr? It's parody of a mass produced, air filled costume that people buy in order to move/dance/just be silly in.
