You can find him here! He will take those Candy Hearts, and crush them up for you ;).
Also it seems that various shops are closing, due to the plague. Maybe you could help out and give them some cures?

Oh, the potion is so neat! ^^ Just what I need for my galleries. I've noticed, though, that Louis doesn't accept or aknowledge rainbow hearts and the the one on my profile has changed to a love rocket heart. What's up with that?
Same here - I haven't checked ALL the shops, but the ones I have checked let me buy stuff no problem... are they still needing donations?
I think that once someone cures the shop, you can't cure it again. Maybe they close randomly?

I'll use the cure AFTER I get all of Skitters items. xD I'm about half through his shop, buyin' his merchandise ;D Lols. Those potions are LOVELY, btw. The artist did incredible.
I see no option to donate either. It is something that randomly pops up? Does it happen when the shops refresh?
